The Presidential Amnesty Programme (PAP) was established in 2009 by the Federal Government of Nigeria as part of a comprehensive effort to address the long-standing militancy and unrest in the Niger Delta region. The initiative was aimed at restoring peace, promoting stability, and supporting the reintegration of ex-agitators into civil society. One of the key components of the Amnesty Programme is its education and scholarship scheme, which supports both undergraduate and postgraduate studies. Beneficiaries are sponsored in public and private institutions across Nigeria and abroad, depending on the program focus and available slots.

Who Can Apply for the Presidential Amnesty Scholarship 2025/2026
To qualify for the PAP scholarship, you must be
- A registered beneficiary of the Presidential Amnesty Programme, OR
- From one of the affected communities in the following Niger Delta States: Ondo, Edo, Delta, Bayelsa, Rivers, Imo, Abia, Akwa Ibom, Cross River
Eligibility for Undergraduate Applicants
To apply for the undergraduate scholarship, you must:
- Have gained admission into 100-level for the 2025/2026 academic session
- Possess valid 2025 UTME result
- Meet the required minimum UTME score
- Possess valid prove of completion of Senior Secondary School; WAEC or NECO
Eligibility for Postgraduate Applicants
To apply as a postgraduate student, you must:
- Be starting a new postgraduate program (Master’s or PhD) in the 2025/2026 academic year
- Possess relevant transcripts and admission letters
- Meet the admission requirements of a Nigerian public or private university
